`distributed.print` should be more discoverable

distributed.print currently isn't included in the distributed docs.

I've pointed a number of users to it after distributed maintainers point it out to me several months ago. I think it helps users troubleshoot minor issues and learning about it should be easier.

I propose two things:

1. Low effort: Including it in the API docs (under Other? https://distributed.dask.org/en/stable/api.html#other)
2. Higher effort: discussing it in more detail under logging: https://distributed.dask.org/en/stable/logging.html

This is something I could take a look at early next week
