this section is the only thing i actually changed intentionally in the readme... the rest of the changes were my editor auto-removing some end of line spaces.

Closes #23 by moving the
load_and_runfunction to_workflows.pyand adding a function incli.py.Don't merge until #36 goes through. After #36 is merged, I'll update the docs here.
