[Chore]: create databayt/revenue public repo from scratch/revenue-seed

Description

The `scratch/revenue-seed/` drafts in PR #9 (RULES.md, README, contrib-tally.yml, contrib-monthly.yml, dispute.yml) need to migrate to a real public repo `databayt/revenue`.

Acceptance

• `gh repo create databayt/revenue --public --description "databayt sharing-economy contribution + revenue ledger"`
• Push `scratch/revenue-seed/` contents to the new repo
• Set CODEOWNERS: `/ledger/ @abdout` + `/distributions/ @abdout`
• Enable branch protection on main: required reviewers, signed commits, no force-push
• Add the repo to `.claude/memory/repositories.json` under tier "governance"
• Set ORG_READ_PAT secret in the repo so contrib-tally.yml can read across the org
• First contrib-tally.yml run on schedule
• Drop scratch/revenue-seed/ from kun in a follow-up PR
