[Feature Request] DABs: resource targeting

A way for the bundle CLI to target specific resources for plan and apply, by passing the resource name as an argument.

Something similar to what terraform has: https://developer.hashicorp.com/terraform/tutorials/state/resource-targeting

@frozen6169 thanks for reaching out! Could you please explain the reasoning why would you like to have this feature?

@andrewnester I feel we can benefit from the below:

• Only the intended resource is modified in case the bundle package contains other changes a developer may not be ready to deploy upwards yet
• In shared staging environments, engineers could test changes to one resource without affecting colleagues actively using other parts of the same bundle.
• Rollback scope is narrowed if something goes wrong
