moves schemas 2.1 and 2.2. to /archive from /meta

This pull request includes some updates to the schema.datacite.org website.

1. When we retired schema 2.0, we changed the filepath of the relevant files from /meta/kernel-2.0 to /archive/kernel-2.0. I moved the files for 2.1 and 2.2 into /archive also, for consistency, now that they're also retired.

2. Recent schema documentation includes a link to https://schema.datacite.org/dc2ap, which is supposed to be a Dublin Core to DataCite application profile that was worked on a few years ago. This link did not exist. I located the appropriate file, uploaded it, and created a redirect (in mastino) for the relevant link to point to it.
