What this dataset contains
eurostat_rd_expenditure_nuts2(DataCivicLab, source Eurostat) measures Gross Expenditure on Research & Development (GERD) by sector of performance and NUTS2 region, for all EU countries, from 1980 to 2024.Coverage: 909K rows, 15 columns, 1980-2024
Granularity: regional (NUTS2), annual by sector
Metrics: % of GDP (PC_GDP), euro per inhabitant, total expenditure
Sectors: Business (BES), Government (GOV), Higher education (HES), All sectors (TOTAL)
Questions the data can answer
1. Which EU regions invest the most in R&D?
Query sectperf='TOTAL' and unit='PC_GDP'. German regions (Stuttgart, Oberbayern) and Nordic capitals lead. How far behind are the rest?
2. How wide is the R&D gap between regions?
The range goes from above 4% of GDP to below 0.3%. Which regions are in the top 10? Which are in the bottom 10?
3. Does business or higher education drive R&D in each region?
Compare BES (business) vs HES (higher education) across regions. Some regions are corporate R&D hubs; others rely on university research.
4. How has R&D intensity changed since 1980?
44 years of data. Which regions have consistently increased R&D? Which have stagnated or declined?
5. Do Nordic countries live up to their innovation reputation?
Sweden and Finland rank highly, but how do they compare with German industrial powerhouses like Stuttgart or Oberbayern?
6. Does public R&D compensate for weak private R&D?
Compare BES vs GOV in Southern European regions (Italy, Spain, Greece). Does government spending fill the gap left by low business investment?
7. Are Eastern EU regions catching up?
Compare R&D spending before and after EU accession (2004) for Poland, Czechia, Hungary, and Baltic states.
8. What was the 2008 crisis effect on R&D spending?
The financial crisis caused a dip. Did all regions recover? Some show a permanent loss of R&D capacity.
9. Which Italian regions lead in R&D spending?
Piemonte and Emilia-Romagna spend ~2.09% of GDP on R&D. Calabria and Basilicata ~0.64%. The gap is 3.3x.
10. Are there R&D overachievers — regions with high intensity despite low GDP?
Some regions (Tampere, Eindhoven, Freiburg) invest heavily in R&D relative to their economic size. The dataset can identify these outliers.
