* Add connections.reattach, getVersion, and attached flag on ConnectionInfo

reattach posts to the engine's connection attach endpoint (>= 1.9.1);
older engines 404 and callers can fall back to re-upserting with the
password. getVersion reads /lathe/version for display in consumers.

* Bump version to 1.11.0
