Introduce 2 layers for environments

As of now the list of destination is a flat enum

ASTRA_DEV,
ASTRA_TEST,
DSE,
HCD,
CASSANDRA,
OTHERS
```

We would like to split into 2 layers:
- Astra vs Self-Hosted
- Create Sub environments
