Move required Suggestion UI into DP+ proper

For the DRUF to be fully deployed, it requires the Suggestion UI (built with Bootstrap Popovers) Jinja2 template.

Currently, these templates and the associated Javascript/CSS is in our fork of ckanext-scheming.

To make it easier to deploy the "DRUF", have it in DP+ instead.

This should make it far easier to deploy DP+ and have scheming users adopt it.

Done. The Suggestion UI is now in DP+ proper, landed across three PRs:

• feat(ai-suggestions): scheming UI for AI-derived metadata (PR #253 follow-up) #302 — Port of the scheming-side templates/JS/CSS from the original ckanext-scheming fork (originally Added dpp spatial extent #253 by @minhajuddin2510) into ckanext/datapusher_plus/templates/scheming/form_snippets/, assets/js/scheming-ai-suggestions.js, assets/css/scheming-ai-suggestions.css. Wired up via the existing IConfigurer.update_config().
• fix(ai-suggestions): real-qsv schema + CLI flag corrections (PR #301/#302 follow-up) #303 — Real bugs caught when running the full stack against LM Studio: qsv describegpt uses --format JSON (not --json), needs --api-key NONE for non-localhost endpoints, and emits a PascalCase wrapped envelope (Dictionary / Description / Tags) — not the flat shape the stage originally assumed. Stage now reshapes to per-field ai_suggestions[fieldName] = {value, source} and sets STATUS=DONE inside ai_suggestions for polling termination.
• test(js): vitest + jsdom unit tests for scheming-ai-suggestions.js (+ fixes 1 polling bug) #304 — Vitest + jsdom unit suite for scheming-ai-suggestions.js (12 tests). Pinned the polling state machine, the early-return guard, and the suggestion-reveal DOM updates. Also caught a real production bug: the JS was reading STATUS from dpp_suggestions.STATUS (top-level) but the stage writes it nested at dpp_suggestions.ai_suggestions.STATUS — polling would never have terminated. Fixed.

Opt-in via ckanext.datapusher_plus.enable_ai_suggestions (off by default), per-field via ai_suggestion: true in the scheming YAML. AI buttons appear next to opted-in fields on markdown/text/select snippets.
