I created a new repo based on the service template we can use to build a new search service for searching resources in Milo.
This PR adjusts the example service that was included in the template repo to be structured for the new search service.
Important
The SearchQuery API included in this PR is just for bootstrapping the apiserver. I expect this query interface to change once we've formalized the API design.
