Integrating further linting regarding our packages

We need to identify, whether we could integrate some of those following packages either for localhost (e.g. husky or IDE integration) and/or within the pipeline:

• publint
• @arethetypeswrong/cli
• eslint-plugin-package-json
• npm-package-json-lint

Those have been sourced especially by a comparison and triggered by @d-koppenhagen's feedback with #3912

Further aspects regarding which tools to use where and in which step of the process will be:

• performance
• monorepo compatibility / feasibility to scan a directory instead of an already built package
