Drupal core scaffolding: Consider switching implementation from to joachim-n/drupal-core-development-project to amateescu/ddev-drupal-dev

* joachim-n/drupal-core-development-project has quite a lot of patches required, and isn't always up-to-date
* amateescu/ddev-drupal-dev serves the same purpose and uses drupal code directly instead of symlinking and copying/etc, avoiding a number of bugs.

Consider changing to use https://github.com/amateescu/ddev-drupal-dev
