ServiceX Job reports fatal

For whatever reason, a ServiceX job can not finish and have the status "Fatal".

**Feature TODO:** Implement feature where if a status of "Fatal" is checked, clear the cache and resubmit the job with the same submission JSON. 

(Maybe) If it results in "Fatal" twice, cancel trying to submit it again? "Not sure if that one is needed.
