Bump latest Tag to the newest version

The latest tag is currently linked to the [0.24.0.rc1](https://github.com/orgs/decidim/packages/container/decidim/1393710?tag=0.24.0.rc1) release. It would be great to either bump it to the actual latest version or add a comment within the Dockerfile and the docker-compose.yml that the lines should be changed.
