fix(vm): use hostNetwork for hotplug pods to avoid IP consumption

Description

Upgrade 3p-kubevirt to v1.6.2-v12n.2 which contains:

• Use hostNetwork: true for hotplug pods to avoid consuming IP addresses from the cluster IP pool
• Add DNSPolicy: ClusterFirstWithHostNet to preserve cluster DNS resolution
• Add security.deckhouse.io/skip-pss-check: true to comply with Gatekeeper policy
