UI: Add noob warning.

As dcr price goes up seeing more new bisonw users running into problems that are not known to ppl coming from a cex. We need a big warning screen before even an account is created. It should probably show if an account has never been created. It should be disabled if the bisonw --nowarn flag is on. It should have at least these bulllet points:

1. Copy your seed. Keep it secret. Keep it safe.
2. Keep your wallet on and connected until trades complete.
3. Do not use a wallet from the same seed in two locations.
4. Do not market buy with low volume.
5. Short bonds and reputation explanation.
6. Link the GitHub wiki for more info.

In my experience "a big warning screen" is the wrong approach:

• Presenting every single warning/risk at once is intimidating for new comers
• Some of the warnings won't be relevant - eg. market buy warnings for users who never intend to market buy
• Too much text at once will be ignored/forgotten (especially if it is only shown once eg. on account setup).

IMO the warnings should be placed exactly when and where they are most relevant, and then they should be small-but-eye-catching to minimize the chance of them being missed/ignored. For example:

• "Copy your seed" warning shown along side the seed itself during wallet creation
• "Keep your wallet online" warning shown when placing an order and while trade is settling.
• "Do not market buy" warning shown when the user is placing market buy order (a user who only does limit buys would never see the warning.

We have copy your seed but a user managed not to. We already have alot of the warnings. Where would we put don't have two wallets from the same seed? We are adding more market buy warnings in another pr.

I think we can have multiple warnings no? At least one more can't hurt can it? The user SHOULD be intimidated. They have responsibility.

Sure its fine to have warnings in multiple places (or to show the same warning multiple times), but in the interest of reducing TLDR and alarm/warning fatigue I would keep the messages short and show them when they are contextually relevant (eg. in-line next to the relevant feature buttons etc).

Adding a noob screen with a wall of text in addition to the in-line warnings is ok, but I just wouldn't count on many/any users actually reading it.
