fix(869): increase radius for nearby places detection#870

- Change nearby places search radius from 50m to 5km in `PlacesSettingsController`.
- Add checklist items for nearby places, polygon edits, and visit sensitivity.
- Remove `ref` field for Docker tag references. - Add checkout action to tag deletion on failure/cancellation.
