Moves gRPC to 1.76.2, which is past what arrow calls for, but this resolves a classpath issue that can take place with certain netty versions.

Flatbuffer-created Java sources are all regenerated and have license added, which has no effect for this version other than updating the version check methods and adding a comment about the source being generated.
