Frozen column double border on right edge does not touch top or bottom

Description

There is a double border on the right edge of frozen columns. It is persistent when scrolled and causes a gap in row hover/select styles the hover/select styles go up to the right edge of the border

The double border on frozen columns is intentional, excel shows it as well.
The lack of hover styling on the frozen column is an issue though.

Excel for me on Windows does not have a double border. It has a different colored border though

If we're keeping the double border, it's not correct in the picture either I think. Looks like it stops short of intersecting with the top border

I could have sworn I lifted double border for frozen from somewhere. Either way, it is intentional. The not going up all the way, and not impacting filter bar/headers is not.
