After #7357 it is possible to do large scale calculation with KPAR/BNDPAR on multiple DSP nodes.
Now no need to restrict NPROC to KPAR.
Note
Need to decide whether
GlobalV::NPROC > PARAM.globalv.kpar_lcaoshould be retained.
