[Bug] WebUI 首次加载较长历史对话报「历史加载失败：signal timed out (internal)」

现象

在使用 pnpm dsh web 启动 WebUI 后，首次加载一个已存在的较长对话时，页面提示「历史加载失败：signal timed out (internal)」，需手动在多个对话间来回切换点击才能最终加载成功。

影响

• 首次加载失败带来额外操作成本；
• 长对话用户每次重开会话都可能触发，体验受损。

复现

1. pnpm dsh web 启动 WebUI；
2. 打开一个已有较长历史（多轮工具调用）的对话；
3. 观察首次加载报超时；
4. 在多个对话之间来回切换后该对话才能加载成功。

期望行为

首次加载即成功，无需人工切换重试。

signal timed out (internal) 多半是冷历史全量物化超过客户端超时（#1550 那条家族），不是 session.jsonl.zstd 结构坏了。切换几次才打开，也符合「第一次卡死、后来命中缓存」。

dsh-session-surgeon 修不了 Web 超时。若 inspect 的 health 已是 ok，apply 不会改文件。真正 seq-gap / torn / 缺 id 导致的「历史加载失败」才是它的范围：

先 inspect <id> 看 health，避免和超时问题搅在一起。
