[沙盒权限提升BUG]

当我的沙盒权限是Full access时，发起需要编辑的工具调用仍会在payload中添加sandbox_permissions:"danger-full-access",
而根据结果Error: sandbox escalation to "danger-full-access" is not strictly wider than this call's current "danger-full-access" mode；很明显没有兼容这种情况，或许是一个很简单的修复：
1、tool_call的处理时兼容
2、组装payload处理时兼容
