Declare the intrinsics under Ghul.Intrinsics.Staging (#208)

Enhancements:

  • $ and the from-the-end range operators live in Ghul.Intrinsics, in
    scope without a use under ghul.compiler 58

Technical:

  • The intrinsic operators and magic types are declared under
    Ghul.Intrinsics.Staging, which the compiler registers into
    Ghul.Intrinsics
  • Built with ghul.compiler 58.0.0; a compiler before 58 no longer sees
    $ or the range operators without a use, hence 20.0.0
  • The test sources import Ghul for the library globals they reach by
    bare name
