Fix appconfig generation script, cleanup isSharesPeggedToBase

The generate script in appconfig was breaking because we were constructing ReadHyperdrive instances without an earliestBlock for mainnet and sepolia.

While here I also cleaned up the TODO to move isSharesPeggedToBase onto the HyperdriveConfig.
