The plugin system in Fresh 1.x was a bit messy. Not much we can do about that as it's a flaw in the architecture of Fresh 1. We've rewritten the plugin system in Fresh 2 which eliminates a whole class of problems like this in its entirety. Fresh 1.x is in sorta maintenance mode, so it's not something we're going to solve for Fresh 1.
