ARM64: When epoll_create fails, SafeFileDescriptorHandle does not indicate invalid epoll file descriptor #47

Interestingly, this failure check is working on ARM32 and x86-64, but not ARM64. IsInvalid property of SafeFileDescriptorHandle needs to check for an edge case.
