[Onboarding tutorial] Stale state out of sync with dotcom #8319

While testing I've found myself in a funky state that I want to document. I haven't investigated this fully, but my sense is that it's fairly edge-casey and will only get hit if people try to run through the tutorial multiple times. It might have to do with the fact that I deleted my desktop-tutorial repo and re-created it on dotcom.

Note:

  • A PR is listed even though there is none on the remote
  • Publish to GitHub is checked even though the branch has been deleted on the GitHub remote

These seem to be pre-existing issues, separate from our onboarding tutorial work... though it now seems to be making our tutorial status incorrect

I also wonder if this funky state might be a product of multiple issues. Or maybe it all boils down to the same root-cause caching issue?
