Description

Skipped test suites (it.skip) with full implementations add maintenance cost without providing coverage. Converted them to it.todo() to signal planned work while removing non-functional code.

Test Coverage

Tests now properly report as "2 todo" instead of "2 skipped" when running the TrackingClient test suite.
