Sorry @hrodmn, was just reviewing this in a meeting. This looks good to me, my main concern has been diverging pinned versions since this is being hardcoded into a matrix, we'll need to remember to update this floor when updating other versions |

Merge request description
We want to be able to safely make security updates with dependabot without inadvertently raising the minimum aws-cdk-lib version. This modifies the dependabot settings to do that and adds a github action to test building the library with aws-cdk-lib 2.220.0 (floor) and the latest version.
