docs: split console and rps adr into decisions and design docs - Trim the ADR to just the architectural decisions - Move diagrams, read-path detail, gaps and migration tables into a new console-rps-deplyment-design doc - Keep device and profile passwords in Console's database, as standalone Console does today - Scope Vault to MPSCerts and the app encryption key only
