We use this on Bare metal Power 8/9 systems to mark devices that
are used by the OPAL firmware rather than being available to the
operating system.

It's probably worth pointing out that we don't do fine-grained clock gating, etc on our platform. I've worded this so that the OS should keep reserved devices enabled at all times. It might be worth further specifying the behaviour if this is useful on embedded systems, but I'll leave that call to someone who works in that area.
