Duplicated data in oda.2015, oda.2014, etc

Heyo,

It looks like the data in the oda data by sector just consists of the same row 200k-odd times.

For example: https://github.com/devinit/digital-platform/blob/master/user-data/oda.2014/csv/oda.2014.csv

Is this right?  Is there another place to source this data?
