Sub-task of #1720.
Implement the UrlUpdater that discovers SoapUI version and download URLs so they get synced into the ide-urls repository.
Analysis result: Soap UI binary is released on Github for all platforms. It is portable. We can integrate it as a local tool uisng GithubUrlReleaseUpdater.
