initialize composer project

Context

As a Developer, I intend to use Composer to manage and deliver this project as a Laravel package.

Acceptance Criteria

• A composer.json file exists in the root of the project
• The composer.json file contains all the necessary configuration to install/publish the package in a Laravel application
• The composer.lock file and the /vendor directory are added to the .gitignore file
