Add project directory structure

Context

As a Laravel developer using this workbench, I would like to have a predefined directory structure with designated folders for organizing apps and packages.

Acceptance Criteria

• Create apps directory with .gitkeep file
• Create packages directory with .gitkeep file
• Ensure directories are tracked in git using .gitkeep files

Notes

This project serves as a workbench for Laravel apps and packages. Additional directories like docs and tests may be added in the future.
