Motivation
Bitcoin canisters are considered part of the protocol because part of the ic system API depends on them. Cycles ledger canisters are considered part of the protocol because cycles minting canister depends on them.
Changes
Add the 4 canister ids into the list of PROTOCOL_CANISTER_IDS
