This PR removes an obsolete feature flag for scaling cycles cost depending on the subnet size.
The feature has been released a while ago and there is no need in such feature flag any more.
Before this change
state_machine_testsframework had cost scaling disabled by default, therefore some tests with cycles cost assertions had to be updated.
