Allow aircraft encyclopedia to be extended using JSON/YAML file

Add a flag to load a JSON or YAML file at runtime which patches the aircraft encyclopedia. This will allow the bot to know about new modules without requiring a new release. It can also be used to alter weights (#94) for experimentation.

We could use the new viper configuration and use that file for enhancing the encyclopedia.
