Bug: Issue Credential Exception Handling

Line 152 - 157 of the issuer API need revisiting.

My IDE does not like them. Couple of bugs there but an easy fix. Plus anywhere else in the code base this pattern has been used.

I would just push fix to main but not sure about messing up the build etc. 

Will sort on Monday or whenever
