fix: fixed command-line-control usability

1. We fixed the usability of the cli control of the package. We previously made incorrect modification at the project.scripts with the auto-generated file during skpkg step, it should be pointed to the original utility file so that we could use it in other packages.
2. We changed the pre-commit to ruff.
