Implement production dashboard for Voice of Jerusalem radio station

Replaced Design Arena placeholder with production-ready Arabic radio content management dashboard per radio-dashboard-prototype.md specification.

Changes

• Header: Station branding, connection status, update timestamp
• Control Panel: Content type, refresh interval (1/5min), news sources with reliability indicators, output language, editorial tone
• News Feed: Selectable news items with category badges, source attribution, timestamps, reliability ratings
• AI Drafting: Template buttons (urgent/radio/social), textarea with character count, generate controls
• Export: Instant copy, save as TXT/HTML/Markdown, API publishing
• Review: Editorial status tracking and notes

Implementation

• RTL-first layout with Cairo font family
• CSS Grid/Flexbox responsive layout
• Semantic HTML with proper spacing for Arabic typography
• Pure HTML/CSS, no external dependencies
