Insighs updated UI for scaling insights

We need to support the following permutations:

1. An endpoint scaling issue was found when a root cause was found. This is the same as today's issue on the endpoint side:

2. Span side affecting an endpoint, similar to span side today:

3. Endpoint indication of span scaling badly under that endpoint (not causing the endpoint to scale badly)

4. Span scaling issue not affecting endpoint (span side) - same as number 2
