Expand Database Schema

The database schema needs to be expanded to enable multiple new features. These include:

• The new Framework Schema (see Separate tools/behaviours/methods and training resources into another sheet in the spreadsheet - update data model digital-research-competencies-framework#168)
• Enabling Teams of users with a structure (manager, etc)
• Including example profiles (Initial attempt at implementing a database approach to example users. #469)
• Adding a time dimension so users can see their progress over time
• Include events (currently in a static csv - see Update events CSV #491)

All of this will require changes to the models, and might require some more complicated database migrations to maintain the current database. It will also require changing the script that converts the framework json into the database

This is a significant umbrella and sub-issues will be added as we progress
