Docs Updates #2a - Backfill Ids for all content

Simple PR to backfill all the content with stableIds to support easy movement of content without breaking URLs.

This pull request adds a new stableId frontmatter property to multiple documentation files across the API Reference, Cloud, and Community sections. The stableId provides a unique identifier for each document, likely to improve content management, referencing, or linking within the documentation system. No content or structural changes are made to the documentation itself.

The most important changes are:

API Documentation:

• Added a stableId property to the content/api/index.md file.

Cloud Documentation:

• Added a stableId property to all main Cloud documentation files, including getting started guides, project management, configuration, and billing sections (e.g., 1.introduction.md, 2.teams.md, 1.create.md, 3.version-upgrades.md, 1.manage-billing.md, etc.). Community Documentation:
