Moves all usages of
"DiscourseTranslator::Provider::#{SiteSetting.translator_provider}".constantizetoDiscourseTranslator::Provider::TranslatorProvider.get.Prepping for a future PR to translate categories in a job.
Note: I wanted
DiscourseTranslator::Provider.getbut zeitwerk is being annoying. It is a mouthful now unfortunately.
