Open-source the Python SDK

Since we will make the SDK available publicly on pypi (#2), the sources will be available for anyone to pull. It would be meaningful to open-source the repository as well.

• have a LICENSE file Use apache2 license #24
• write a README README: add documentation #47
• generate and host documentation (sphinx?)
