Summary

add a configurable PYSDR_BASEURL so builds can generate fully-qualified links for any host
update the language switcher template and Patreon assets to read from the configured base URL
set the Pages and PR workflows to export the GitHub Pages URL for documentation builds

Testing

make html (fails: missing pkg_resources dependency in this environment)
