Add a
TESTING_CHANGES.mdfile with instructions on how to run tests locally. We always ask people to provide test cases, but we never tell people how to run tests, letting them figure it themselves.As part of the change, add the missing signing messages that are evident when running each testing "block" standalone; as the instructions suggest.
