v3 uses Node 16 which is deprecated
Node.js 16 is deprecated. Updating this to the latest version so that it continues working.
The generated name mysteriously changed on the generated GitHub documentation. This label should keep it in one place.

Trying to keep on top of the necessary script updates. This PR updates Doxygen and Doxygen-Awesome to their latest versions, along with the associated Doxyfile. It also updates GitHub actions that use now-deprecated Node 16, and fixes a permalink issue related to one of the documentation markdown pages.
