Learn about vigilant mode. 
fix: align control and PKG-INFO versions to 1.0.23

RPM and Deb publish jobs read version from the control file, which was
stuck at 1.0.19. This caused them to look up release v1.0.19 (which
doesn't exist), resulting in null upload_url errors.
